New Indonesian regulations require overseas shippers to declare recipient's Local Tax Code (NPWP)

Indonesia is set to enact a new rule on August 1, 2021 that could affect how local customs authorities clear international goods imported into the country. Failure to comply with this new requirement may result in delayed shipments.

 

From 1 August 2021, the regulation requires shippers located outside Indonesia to:

(1) Obtain the Tax code of the Consignee/addressee in Indonesia (" NPWP ") for each import; As well as

(2) Enter the tax code (" NPWP ") in the "Consignee" or "To" section of air waybills and commercial invoices.

 

Here are a few things to do when sending to Indonesia from 1 August 2021:

● Contact your consignee in Indonesia to obtain their local tax number/tax number (locally known as "NPWP").

● Enter the tax number in the "Consignee" or "to" section of the air waybill and commercial invoice of your shipment.

● If your consignee/recipient does not have a tax code, other forms of identification can be used:

- If you are an Indonesian citizen, you can enter their Indonesian citizenship number instead of the tax number.

- If you do not have Indonesian citizenship, please enter their passport number instead of the tax number.

● If you are using a means of transport to prepare electronic transport documents, please enter the tax code (or the equivalent listed above) in the text box provided by the means:

- FedEx Ship ManagerTM at fedex.com (modern) : The recipient tax number text box in the Billing section. The recipient's tax code will be visible on the air waybill.

- FedEx Ship ManagerTM at fedex.com (Basic) : In the To text box.

- FedEx Ship ManagerTM software: the [VAT/customs ID/EIN#] text box is located in the recipient information section.

- Global Ship ManagerTM software: the [VAT/customs ID/EIN#] text box is in the recipient information section.

- MyTNT2: The [VAT Number] text box is in the Recipient section.

 

The new legislation is in line with Regulation 158/PMK.04/2017 of the Ministry of Finance of Indonesia and Regulation 11/BC/2020 of the General Administration of Customs of Indonesia.
